CMS Proposes Redefining “Uninsured” for Medicaid DSH Purposes

The Centers for Medicare & Medicaid Services (CMS) has issued a proposed rule that would refine the definition of “uninsured” for the purpose of calculating eligible hospitals’ future Medicaid disproportionate share (Medicaid DSH) payments.

Under the proposed regulation, services provided to patients who have health insurance but whose insurance does not cover the service delivered would count as uninsured care, as would care provided to patients who have exceeded their policies’ annual or lifetime limits.

This issue is of great interest to the National Association of Urban Hospitals (NAUH) and urban safety-net hospitals across the country.
