New Report on the IPAB

One of the more controversial aspects of the Affordable Care Act was its creation of the Independent Payment Advisory Board, or IPAB.  The enabling legislation calls on the IPAB to “reduce the per capita rate of growth in Medicare spending.”

Opponents of the IPAB have called for its abolition almost from the day it was created, maintaining that it assumes a responsibility better left to Congress – and in fact, an effort is currently under way in Congress to abolish the agency before it ever begins work.

The Congressional Research Service has published a new report on the IPAB, describing how it was created, what it is supposed to do, and the challenges it will face, in the coming years.  Download that report hereiStock_000005564268XSmall.
