Winners, Losers in President’s Budget Proposal

Who are the winners and who are the losers in the proposed FY 2014 budget released last week by the Obama administration?

Winners include the Affordable Care Act, the NIH, and Medicaid.

Losers include the pharmaceutical companies, the tobacco industry, clinical labs, hospitals, and some seniors.

Safety-net hospitals would be winners, at least temporarily, because the first round of Affordable Care Act-mandated cuts in Medicaid disproportionate share hospital payments (Medicaid DSH) would be postponed for a year.  In addition, Medicaid would mostly be untouched by proposed spending cuts.

While the administration’s new budget proposal is considered unlikely to be taken up in any serious way in Washington, it most likely represents the administration’s starting point in future budget negotiations with Congress.
